- Bring 2qt water to a boil in a large saucepan over medium-high heat. Stir in 2 Tbsp salt and stir until dissolved.
- Add ear of corn and coom until tender, approx 4min. Remove corn and set aside until cool enough to handle, approx 10min.
- Return water to a boil. Add potatoes and cook until tender, approx 15min. Drain. Let cool approx 15min.
- Combine onion and vinegar in large bowl. Let stand 10min. Stir in celery, mayonnaise, chopped basil and dill, pepper and remaining 2 1/2tsp salt..
- Cut corn off cob. Discard cob..
- Add corn and potatoes to mixture. Stir to combine. Lightly smash mixture together until creamy.
- Cover and chill at least 1 hour and up to 3 days..
